so one corner of the tank completely broke loose, and i fixed it with marine silicone last week, i have it outside right now how long should i keep it filled with water before im sure i can bring it in and it will be safe from leaks?

at least 24 hours I would say. If any leak is going to form it will do so in that amount of time. When you move the tank be sure to support the sides very well and don't let it begin to twist or it could pop the seams back open. That twisting or "racking" motion is the cause of the majority of tank leaks.

Silicon is moisture cured so if you did it right it should be ok right now.

I would do a week. Put some rocks in it too so this will be the gravel, for e.g

just get a new tank that one is so totally crap
