By dodgy you mean childporr or something like that send the link to the police, fbi or something like that.

In Norway where i live we can send it to KRIPOS
The same as Specialist_Crime_Directorate

If he's right let the FBI know they can track it down to it's location and if it's here in the US get a warrant, and if it's in another country they will let the authorities there know.
