Yep, it is Key West, Florida. But if you are taking Highway one, be VERY careful. They love to catch speeders and get you on anything they can, because they know you will not come back to fight the ticket. Drive carefully. Also, if you do not have a scuba certification, go with a daily dive boat and go snokling in the reaf! That is a once in a life time beautiful experience for a lot of people. I think the guy we used had a frog logo.

DRIVE! It's a beautiful, fantastic, magical drive across all those little islands. It's as much a part of the whole Florida Keys Experience as is Key West. Usually whatever I choose is automatically the most expensive (food, jewelry, trips). Can't believe that you can fly, rent a car, and drive to Key West for $400! Thanks for the tip. I'm going again soon!

no passport needed-you don't need a passport to foreign lands if traveling by car anyway, but Key West is in the US

It is actually Monroe County, FL, and no, you don't need a passport.
