Does it matter "who" says what is right and wrong? Or does it matter more if "many people" believe what is right and wrong?
Or should we all just do what we want?

Right is right no matter how many people say its wrong
example doing unto others as you would have others do unto you
likewise
Wrong is wrong no matter how many people say its right.
example taking a life for no reason.
If you have a healthy mind you feel whats right and wrong in the pit of your stomach.
Unfortunataly religions say some things are wrong which aren't wrong at all and millions of people buy into it. but religions are just people and the above rules apply.

The only factor that matters is the people who have the money, power and control (hint: they are not presidents, premiers, prime ministers or kings and you have never heard their names). They will force morality through legislation, bought and paid for, that best sustains their money, power and control.

here is what i think:
it's not what you do, it's why you do it. you can do a bad thing for a good reason, but it's still good.
if you do a good thing for a bad reason, it's still bad.
try reading some books by an author by the last name Kant. most other philosophy books cover this subject also. you just have to find which one suits you best.
