It was payback time for France, and to a lesser extent England. The Treaty called for Germany to repay France for all of the damages it caused, destroying many historical buildings and sites. The French were furious with the Germans giving all of the death and destruction the Germans caused, 1.4 million French soldiers were killed. The French however placed way too much restrictions and compensation on Germany thus leading to WWII. In between the wars, France was living the good life while Germany suffered from severe economic depression.

Yes, there were several Treaties by that name. The most famous is the one that ended WWI. The powers had called a standoff, and the countries involved with WWI met at Versailles Palace near Paris to discuss.
Though, President Woodrow Wilson tried to use the chance to prevent further wars, the other Allies wanted to punish Germany, and in turn they used it to restrict Germany -completely disarming it. France made Germany also pay for their losses, and in the end Germany was pretty much desecrated. The biggest impact would be that it pretty much set up WWII.
It also created the League of Nations -the first "UN" so to speak.
