I am not really shure what it means and i have to give a presentation about it. Help!

I think it means that control over personal actions and behavior is regulated through fear: fear of sanctions, fear of arrest, and fear of disapproval from authority figures and peers.

I agree with the answer above. We drive and obey the road rules through fear of getting a ticket or fear of crashing into someone. We pay for our groceries instead of stealing them through fear of getting caught. We do good deeds through the pressure of public opinion - fear of being identified as a bad person. When you look at someone at the bottom of the heap - say a wino who lives in a park, he has nothing to fear! Public opinion can't hurt him; he's not afraid of the law - they'll put him in a nice warm jail and feed him. He's not worried about the next payment on his mortgage - he lives in a cardboard box.
So probably, when you look at it like that, the wino is probably the man with the most freedom in our society, because he has no fears.

it means that the person usally one in power uses tactics such as bullying and intimidation (and in some cases extreme violence) to keep the people in check
