Well all fish just stick to one spot once when you first put them in a new fish tank. I would just wait for about a day until you start to see more activity from your barracuda, and when it come close to feeding time i would put your hand to close to the water.

I have Oscars and when i feed them, and my hand is to close to the water, they actually do bite my fingers, so watch out when you feed your barracuda.

Good Luck

Totally normal for the species. Like killifish, hatchetfish and some others, this is a top water fish by nature so expect him to hang around the surface most of the time. I would give him a day or two before trying to feed him, he needs time to settle in.

This isn't normal. Try to turn of the light in your tank. I hope everything goes well.
