Actually I'm turtle sitting and we took the turtle out to play with him and he lost some like.... flakes off of the bottom of his shell. Is this ok/normal?

This is called shedding which is perfectly normal. They do it when they grow. This is true as long as it is clear and doesn't smell. If it is colored and smells then it is a sign of infection and should have an exotic pet vet take a look at it.

It's not a good idea to "play" which turtles. As you've noticed, hopefully, they aren't really much to play with and taking them out of their home/tank really stresses them out.
