This came up because, only recently, Paul McCartney songs are available for purchase on IPod Library (but not Beatle songs yet). Looking over the list, I noted only a handful of songs that can compare to much of his earlier work with the Beatles. These are, imo:

Live and Let Die
Maybe I'm Amazed
Junior's Farm
Admiral Halsey/Uncle Albert
Jet
Venus and Mars
Rock Show
Band on the Run

Am I missing something (or even being too generous)?

You may have missed a few, but you are correct. As an artist Paul McCartney was 2nd rate without his Liverpudlian mates, particularly John.
John and George on the other hand created some brilliant masterpieces. I recently picked up the CD version of Mind Games and have been playing it nearly continuously.
John: "Plastic Ono Band", "Mind Games", Imagine", and "Walls and Bridges"
George: "All Things", "Material World" "Dark Horse", "Cloud 9" even "Extra Texture" all blow away anything Paul could muster post-Beatles.
After giving "Band On The Run" a good listening to a couple of years ago I came to the conclusion that it has been (even by myself) over rated. "Venus and Mars" is actually better but less acclaimed and harder to get ahold of.

That's a good list. I like the whole McCartney solo album best.
