A lot deep frozen at the poles, some frozen underground, a lot photodissociated by solar hard UV. Hydrogen escaped, oxygen oxidized iron in the soil.

They say mars has frozen ice caps...whether it's frozen water is yet to be seen...it could be frozen CO2. Also it could be just underground beneath the first surface layer of the planet..

some say its frozen just below the surface all the dust is covering it
