Takes time to find them. I can find at least 1 every 5 minutes or less.

Just keep trying. Also, use some type of repel so you don't run into a wild Pokemon when you're on you way to a rustling grass patch. PokeRadar doesn't get affected by Repel.

larvitar is rare so it will take a long time to find one
