Urban Outfitters is pretty true to their size if not slightly bigger. I would go for a small. The style is loose any way so if it's alittle too big, no one will notice.

I know that the guy shirts run a little big, I usually wear a Medium but in Urban shirts, most of the time I get a Small T-shirt

clothes at Urban Outfitters are by all different brands so the fit varies by brand. that shirt is by Kimchi and Blue and they tend to run pretty true to size to just slightly smaller. a small would probably be just fine.

my sister in law who is a borderline 0-2 says that their clothes run very tiny. she had to buy size 4 in some shorts a couple weeks ago.
