Many of the dealers I know pay about 25% of catalog and sell for about 50% of catalog. This would vary with the content of your collection - Dealers would pay a larger percentage for high-end, high demand/high grade items and less for common, low grade material.

Usually catalog value valid for stamps in Very Fine condition.
The value of stamps that you possess may be different and depends on condition of your stamp. The value listed in catalog is a reference.
You can try to sell through ebay for 5000.
