Licensing. Bonds has declined to be a signatory to the MLBPA's blanket permission licenses for use of member player likenesses for the last few years.
-----
PS. sigh... Bonds IS still a member of the MLBPA. He is not participatory to its licensing agreements, however. One can be a member and opt out of likeness-using licensing; Bonds tends to be the only one who does so.

Bonds withdrew from the MLB Players Association several years ago so that he could handle his own licensing. All the game publishers sign agreements with the MLBPA to use players names and likenesses in their games, but because Barry isn't a member those agreements do not include him (or the handful of other players that aren't union members). Rather than bothering with signing a separate agreement with Bonds (and paying him for the privilege), they usually put a fake player in the game with Bonds's numbers. If you notice a player you've never heard of with great numbers on the Giants, that's the Barry-equivalent. If you do a quick internet search on the game name and "Barry Bonds", you can find out who he is in any particular game.

Barry has opted out of the General Licensing Agreement (GLA) that would allow his likeness and name to be used by anyone who pays licensing fees to the MLBPA and Major league Baseball. The general theory behind this is that he thinks he can control the value of his likeness and name by either negotiating better licensing deals with many, or even more lucrative with just a few!
This has gone on for years. Emmitt Smith tried this upon first entering the NFL, as well as Lavar Arrington. Both finally came to their senses and started collecting that extra 'easy' money.

Lets clear something up, Bonds DID NOT WITHDRAW FROM THE MLBPA. If he had, the union wouldn't be going to bat for him like they have in this steroids investigation. As Chipmaker said, he just doesn't allow the MLBPA to use its blanket licensing for his player likeness. Any other player in the MLB could do the same thing he does, but none of them are even close to as big a douchebag as Bonds.

Because of licensing. He won't let them use him in video games. Remember back in the day you'd buy a basketball game and there wouldn't be any Jordan, same thing. On the MVP Baseball video games they have a made-up player for Bonds, John Dowd, big white power hitting outfielder.

Hes technically not a member of the MLBPA is from what I recall. Its got something to do with the union and licensing rights to certain names. The same goes for Kevin Millar for Baltimore and i recently think Abercrombie that plays CF for the marlins. Same thing went for Michael Jordan in the mid to late 90s regarding his name. It would always say Player #99 but had his style while on the bulls.

Apparently your wasting your money buying the games, because you arent watching them. He has played in 8 or 9 straight. He sit back to back games out in arizona with shin splints, but other than that he has not set out 2 in a row all year and usually plays about 6 out of every 7. Bonds is the man and he is playing more than his part with 13 homers 30 rbi's 36 runs scored, leads the league in on base percentage and walks and has 4 steals on the year without being caught. Not bad numbers for a guy that isnt in any baseball games???? lol

he has not agreed to let them put him in
if they did they would then be sued.
i think the game designers should make him anyway.
heck i would buy it! i think alot of people would buy a game with him in so they can pitch and hit him in the face because he deserves it. they would make a ton of money.
i think he was in the earlier slugfest games
2003 i think
he got out of the players association
i think you have to take a drug test before being in the games *uh oh 4 barry*
i've also heard that he thinks that it lowers his reputation.
there is some rumors about him making his own game. but that is probably not true
