I'll say Brian Flynn who played for Burnley and Leed United in the 70's in what was the 'old' First Division (what is now known as the Premiership). He was only 5ft 3in, played in the centre of midfield and won 66 caps for Wales.
If you are talking just the 'modern' Premiership then i'll go with Alan Wright at 5ft 4in.

Shaun Wright-Phillips is only about 5'5",but I believe Alan Wright.is a tad shorter.How about Nobby Stiles,he was pretty little.I know that he didn't play in the Premiership because it didn't exist then,but old Div. 1
