You can give to charity any time you want to. I would get myself financial stable before donating money.
I just don't understand people anymore. Imagine you are the person someone owes money too. Would you like it if they donated money to someone while they fail to pay you?

Tithing is different than giving money to charity. So you need to clarify that first. It is noble, however unwise (in my opinion) to donate to charity when you have outstanding debt. Now when it comes to tithing, the Bible says 10%, but it doesn't say 10% off the top. I am of the thought that the 10% you should tithe is after you have taken care of your living expenses. So you should tithe 10% after you pay your rent/mortgage, electricity, buy groceries etc.

It should be the first thing that comes out of your paycheck because He deserves the best you have and not the left overs. There is a difference between giving to charity and paying tithes. Tithes is a tenth of your income, not a tenth of what you have left after you pay your bills or debts.

One should tithe; one should be charitable. However, most people wind up needing help because they do not take care of their money...and because they have been helping others.
Rule #1: pay yourself first. When you get out of debt, build a nest egg, then you can be in a position to help others (including tithing).

If you truly believe in tithing then you know it's supposed to come first.
