Oh, well, there is a list:
1) a permit to do business
2) some kind of health permit
3) a site to do business. Either buying, renting, or making some kind of arrangement to share in profits at a Home Depot or sidewalk spot.
4) the equipment and supplies.

Not too much in the way of money, the street cart / stand is the most expensive part, I would say anywhere from a few to several thousand dollars, total.

It is very difficult to get a street vendor permit, so good luck.
