The book is called Tunnels and is about a 14-yr. old boy named Will Burrows who discovers a world below the city of London. It is not by JK Rowling. There's more info on this article

Tunnels by Roderick Gordon, Brian Williams
I believe this is what you are looking for. Not written by Rowling, different authors but same publisher. Comes out July 2nd. Sounds really good, doesn't it?!
