Your results are typical. 768K is the bandwidth of your line, but bandwidth describs speed under optimal network conditions. Optimal network conditions exist rarely due to other users using your ISP's network. A few things you can do is. 1) Be sure to have security enables on any wireless routers you have. 2) Do not use file sharing systems such as lime wire. Lime wire allows people to download files from your machine, thus using your bandwidth. 3) Regularly scan your maching for Spyware and Viruses. I suggest buying a good spyware remover. They can really hamper internet speed. I hope this helped!

If you have more than one user accessing the internet or you are doing a background accessing of the internet (e.g. upgrading the virus protection on your pc), the total capacity is divided among all users.

If you have a wireless access point, you may have a lot of freeloaders hogging bandwith. Get them off by tightening security down to MAC address validation and use a preshared secret.

You cannot get more than the provider gives you but you should not be seeing less than half of the quoted rate. Disconnect all other users; make sure you have nothing on your pc going on in the background that would tie up capacity and see what the actual speed is. You may wish to bypass the router as well to make sure it does not have a problem. If the speed is still this slow, contact the DSL provider and see if they are having a problem.

either your line is slow or whoever you're downloading from is slow.

test your connection speed by going to an online speed test website (just search for "broadband speed test" in yahoo)

if you clock at 768, it' s not the line but where ever you're downloading from that is slow.

if it's your line, you can't do much to improve speed except check your home phone lines for excessive wear.
