You can buy plastic templates at a place like Michaels. Heck, you can probably buy pre-cut ovals there, too.
The templates I'm thinking about are a sheet of plastic with many different size ovals or circles. They would be with drafting/drawing materials along with the French curves.
Trick to cutting paper nicely with scissors: I use really heavy pattern-making shears. I rest the bottom blade on the table and allow the weight of the scissor blade to do the cutting, rather than forcing the cut with my hands. The combination of this exceptional and the non-tiring technique allows me to cut very smoothly.

You can make a template out of cardboard as follows:
Take a piece of cardboard and place it on a board. Nail 2 nails into the board about half as far apart as the long axis of the oval.
Make a loop of string that fits loosely around the nails and stretch the string outwards with a pencil. Use this to draw around the cardboard.
The length of the loop and the distance between the nails can be modified to suit your requirements.

hi i had the same problem untill i discovered the company creative memories they sell a wide range of cutting tools for making lots of shapes ovals circles allsorts really they also sell great photo albums and scrapbooking items.they have a website which i think you can order direct from or they will put you in contact with an agent hope this is helpfull

I saw a commercial on TV that displayed a CRAYOLA craft tool for kids that resembled an exacto knife, only it rolled over the surfaces like a pizza cutter. You might want to try Wal-Mart, in the stationery/party isles where they keep the coloring books and stuff for kids. That's my humble opinion. An exacto knife would work, but it leaves a lot of choppy-looking edges... There are plenty of stencils out there in craft/hobby stores.

ok... so i would just say that alot of people have oval shaped heads and even if u don't like it everyone doesn't like something about themselves... so............ side bangs - or bangs - will make ur forehead look less long - if u have a long forhead also make sure u don't grown ur hair TOO Long! no more then like 4 inches past ur shoulders. ur face will look longer! try loose side braids that come down in front of ur shoulders whenever u have ur hair completely pulled back pull a few peices of hair comeing down in front of ur hair to frame ur face. or just straighten ur hair! don't forget to use heat protectant!

Long nails can be harbingers for bacteria, specifically if they are artificial, but they are good for scratching and opening those little foil wrapped containers that will are so hard to get in to.
