There are testicular implants. They are mainly used when a man has had a testical removed due to injury or testicular cancer.
"Silicone and saline testicle implants are available. The silicone implants are safe and feel very natural but are slightly firmer than a normal testicle. The saline implants are supposedly softer but are more expensive."
http://www.altermd.com/Penis%20and%20Scrotal%20Surgery/testicle_implants.htm
"Saline-filled testicular implants are available from Coloplast for males of all ages who have lost or will lose a testicle."
http://www.urology.coloplast.com/testicular-implants/index.htm
"If one or both of your testicles are absent due to a medical condition or surgical removal, a testicular implant can help restore the normal appearance of the scrotum, improving your quality of life and confidence, and helping you feel better."
