I'm looking at a house and found out the oil tank was reported as leaking just a few days ago. Are there sites I can look at for costs to decomission it / replace it with another heat source? I need to find out what bargaining power I have. If location matters, I'm in Oregon.

Much depends on where the oil tank is located. Are you talking about one contained in the basement of the property, or is this tank one which is buried underground outside ?

If the former, it's not too terribly expensive. The tank will need to be drained and simply removed by cutting it into pieces, if necessary. If it's the latter, watch out. You may well be responsible for removal of the defective tank, plus removal and decontamination of any affected soils surrounding the tank. If this underground tank has been leaking for some time, that could add up to may truckloads of dirt.

Why in the world would you want to continue to use an oil tank and furnace? Last time I checked the calendar, it was 2010, not 1910. Nobody uses those anymore. I've never heard of anyone doing anything with oil tanks except hiring people to remove them. You need to get a 90% or 95% efficient gas furnace. Your heating bills will go way down, and it will be a lot better for your health. Heating oil is a carcinogen, not to mention very messy and smelly.
