It depends on where you live and what kind of seeds you're talking about. Flower seeds like zinnia, sunflower, & morning glory all grow pretty fast and are easy to start in the place where they are going to grow. If not there are things like summer flowering bulbs and tubers. Such as gladiolas, canna lilies. dahlias. & calla lilies If you're talking about veggie seeds, it's too late for tomatoes, peppers, broccoli, cabbage and such. But you should be able to start zuchinni, pumpkins, watermelon, cantaloup, corn, green beans, carrots, beets, lettuce( in apartially shaded area, because most lettuces bolt in the heat) Your crops will be late and you may have to cover them this fall if you get an early frost, but you can still plant some things. For other plants you will have to buy the plant already partially grown. Good luck!

In the south you temps are too hot and you won't get blooms before Autumn arrives. However, in the north you still have some time. It also depends on what you want to grow. You can plant cool weather veggie seeds in September like peas, green beans, and lettuce. Sunflowers are quick to germinate so you might have luck with those.

Depending on where you live and what you are trying to plant...yes. I live in Missouri and I just planted sunflowers, sweet-peas, and moonflowers this past weekend. The woman at the gardening store suggested that I soak the seeds overnight first. The sunflowers and the moonflowers are sprouting! I just checked them this morning! I am hoping more good luck with the sweet-peas! Good luck to you!
