How can i make the eyes on a picture of mine like this guy made it on his?

I think that the way he drew the eyes and hte mouth is hillarious, but i dont know how to do it =/
Could anyone give me a link to something similar so i can copy it into my picture, or if someone has lots of time, make it then host it on www.imageshack.us then post the link here?
Id be thankful for anything = )
