No. You don't.

However, if you own a business, you are subject to taxes on the income from that business and the government wants to have controls for how you calculate how much taxes is owed. To that end, they ask you to register your your business in the state you do business. When you register your business, you get a Tax ID and you are able to collect sales tax on taxable items you sell. In that sense, it's a license to do business; but not specifically for event planning.

To get a Tax ID you go to City Hall or your County Clerk's office. There's a fee for the registration.
