the answer is 2. koresh was engaging in other acts, besides what you listed too.
the reason that people blame the government is, Bill Clinton was the president. they want to make clinton look bad. they would choose to side with a complete psycho, messiah-complex, child molesting, heavily armed, convicted violent felon, refuse to be taken alive, nutcase, than to side with clinton on anything.

edit
for those of you who say the govt had no reason to go to the compound, 2 Branch davidians escaped, went to the sheriff, told him, people being held not allowed to leave(kidnapping), children being molested, and illegal arms. the sheriff was not equi[pped to deal with 50 armed nutcases, Feds were called. when Feds showed up, Davidians killed 4 of them .

1. The ATF, rather than grabbing Koresh in broad daylight in town, or simply going up and knocking on the door, chose to conduct an assault in the middle of the night, with cameras rolling to document this really cool entry.
2. Why did the FBI, after a 58 day standoff, decide that they had to conduct an assault? There was no indication of harm being done to either side during that time, so what was the need, other than to make an embarassing situation go away?
David Koresh was a nut, and rightfully should have been apprehended and charged with several firearms crimes. His followers should not have been torched because the ATF effed up their ridiculous assault.

David Koresh was a pedophile and a religious maniac, along the lines of the Reverend Jim Jones. His followers, the Branch Davidians, advocated, among other things, the systematic rape of women and children, along with a criminal interest in collecting huge numbers of firearms.
Acting on information from neighbors and visitors to the Davidian Compound in Waco Texas, members of the US Bureau of Alcohol, Tobacco and Firearms, went onto the property to serve warrants and arrest several of the members. Before they could react, they were shot.
There was then a "standoff" for 57 days, The FBI and the President being somewhat sensitive to just blasting away families after the FBI's mismanaged response at Ruby Ridge, VA and the unprovoked slaughter of a domestic terrorist's wife and child by FBI agents, let Koresh stew in his juices for almost two months.
Finally the FBI took wall-busting tanks onto the property, busting holes in the sides of compound buildings in order to get the people out, when, due to sabotage by Koresh's followers, the buildings burst into flames, killing almost all inhabitants (most of which by this time were hostages, not participants) inisde the sabotaged buildings.
After interviewing members of the sect who HAD escaped, and many Republican investigations, just HOPING to find something to further critisize Clinton about, no charges were ever filed against anyone in the FBI or the ATF over the Waco Tragedy, evidence having proved the deaths were the direct result of the sabotage they inflicted on themselves, although it was later determined many of the charred bodies had no smoke damage in their lungs, signifying they had been killed before the fire.

The Federal Government and the BATF had no compelling reason to raid the compound, given that they had an open invite to drop by and investigate at any time they wanted (documented btw in the senate hearings).
The local sheriff's department would have had the jurisdiction regarding any child molestation or aggravated sexual assault charges, and had a current investigation underway, of which they never asked for federal assistance.
Further, the feds shot first, started the fires with their seige tactics, and behaved in a way utterly irresponsible. Armed attack helicopters straffing the complex (caught on film BTW) is a clear violation of the rules of engagement.
It is clear from all the records that the Davidians used monies gained from a lawful liscense for gun trade to finance their religious lifestyle. It is not the jurisdiction of BATF to concern itself with sex crimes. They were compliant with federal gun laws, and not one singe weapon was found on the premises after the raid that was a violation of federal gun laws.
The BATF needed a large raid to hit the presses, as their funding review was two weeks away when they raided the complex. They were expected to have funds cut.

Actually, I got to see it unfold like few people in this country.
I had a C-band satellite set-up, which allowed me to view "raw" news feeds. That means totally unedited news footage, live as it happens.
I couldn't believe what I was seeing...
Bottom line: Koresh was a fanatic; a cult leader, who led (or forced) many to die along with him.
And, only an idiot would refuse a direct order from the ATF.
Case closed.

Our government under the leadership of Bill Clinton allowed the A T F controlled by Janet Reno to kill a group of people in a very horrible manner. Isn't it interesting that the same people who complain about people being killed by our soldiers in a war find this act by our government to be acceptable.

Regardless of whether or not it was 1 or 2 it doesn't matter. The government used too much force and ended up being partially or totally responsible for the death of many of those people. The government went too far and Janet Reno should have been brought up on charges for it.
If the government had really cared, why didn't they just send in a night mission of helicopters and grab the children and take off. It would have taken less than 5 minutes to do so. Then they could have dealth with the adults.

Bill Clinton wanted to see if he could get away with mass murder. And also needed to get rid of a few of the people who guarded him before the 1992 election and may have known things that Slick Willy didn't want to become public knowledge. 3 of the law enforcement officers killed were killed by another officer, who I believe was working for Clinton.
Unless he has a big change of heart and sincerely asks Jesus to forgive him, Waco will be one of the many reasons Bill Clinton will go to hell.

You forgot this:
1) Janet Reno and her jackbooted stormtroopers accidentally or deliberately set the compound on fire out of sheer malice, or
2) David Koresh, an obvious psycho, set fire to it, just like Jim Jones killed all his followers when the government was closing in. It's the Masada Syndrome.

They had the right to raid the compound. However, they were not very smart in doing so. Koresh had been warned that they were coming and they knew that Koresh knew that they were coming but still went in anyways. The gov't messed that one up big.
