Yes, it takes more energy in the first few seconds to get it up to speed and then a steady amount to keep it going against air resistance.

As long as it's turning it uses energy from the electricity to generate kinetic mechanical energy.

Once it builds to speed, it uses constant energy; while accelerating to sped, it use more.
