Just like we dumped old tires with the presumption they would be helping form reef cultures. NOPE. Alot was dumped especially in my Hawaii home, Micronesia and all over the Pacific Rim, Johnston Island too. The expectations were there was no impact to environments. Sadly, they have been mistaken. The US is well known to dump hazardous waste out at sea during the first half of this century. Out of sight, out of mind.
