Best: 49ers, Broncos and Patriots.
The 49ers had a great draft, and great free agent acquisitions. Patrick Willis will instantly be a force at linebacker, and Joe Staley will also help on the offensive line. Darrell Jackson is an upgrade at WR, and obviously Nate Clements is a huge upgrade at CB. The 49ers got a lot better this offseason.
Nobody seems to be talking much about the Broncos, but I also think they had a fantastic offseason. Brandon Stokley is a solid WR. They really improved their pass rush in the draft, because I think Jarvis Moss will be a star. They finally got a quality running back in Travis Henry. And most of all, the thought of Dre Bly and Champ Bailey being their starting cornerbacks must scare every QB in the league, so Dre Bly was a brilliant pickup. We'll see if their new weapons are enough to beat the Chargers, it's going to be close.
Patriots: they went from having one of the worst WR corps in the league to having one of the strongest. They upgraded the talent at pretty much all of their weak positions. They have become the team to beat even more now that they have had such an awesome offseason.
Worst: Titans and Falcons.
Titans: they failed to improve the offensive talent around Vince Young, and that's a bad move. It's hard to develop a young quarterback when he is the only playmaker on the offense and when he has a spotty offensive line. I liked the Michael Griffin pick, but the Chris Henry pick was a huge reach--I don't care how good your 40 time is if you can't pick up yards against college defenses. I don't like either of their starting WRs. Vince Young is in for a very rough year, and if the Titans don't turn this around and surround Vince with some good offensive talent, I bet he'll turn out like David Carr. Most of all though, the Titans lost the guy who sparked their winning streak at the end of last year--Pacman Jones. Say what you want about his decision making off the field, but the man was playing like a MVP last season.
Falcons: they traded away Schaub, and now it's a good bet that they'll eventually lose Vick for a long time. They lost their top pass rusher. However, I really like their first 3 draft picks. Blalock was the smartest (according to the Wonderlic, anyway) and strongest OT in the draft. Chris Houston was another great value. Jamaal Anderson was a solid first round pick. I still think they're looking at another losing season because of their other setbacks this offseason.

New England is having the best free agancy hands down. They've signed guys that essentially will be 1,2 & 3 recievers with Stallworth being the deep threat that Brady's never really had and they signed Adalius Thomas from Baltimore to shore up that defense. They also get 2 first round picks this year after some nifty tradework by the GM. The worst offseason would be a toss up between the Bills and Colts. The Bills have let every ProBowl caliber player they have go to another team - I don't know what they're thinking and the Colts have lost two of their best defensive players in June and Harper while also losing part of their 1-2 running back combo with Rhodes going to Oakland. I'm going to give the Colts the edge on worst free agency over Buffalo because they were the SuperBowl champs and have done absoultely nothing that says they want to win it again next year.

Best: The Patriots had the best offseason. Tom Brady needed receivers to throw to, they went out and got three (Wes Welker, Donte Stallworth, and Randy Moss). They lost a tight end, they signed a tight end. They needed a versatile linebacker, they signed Adalius Thomas. And everybody knows that the Patriots draft better than any other team out there. New England made all of the right strides going into the 07-08 season. Second best was San Fran.
Worst: New York Giants lost Tiki Barber, Carlos Emmons, LaVar Arrington, Luke Petigout, the list goes on. Eli Manning is not consistent enough to carry his team throughout an entire season. They have done nothing but put an average guy to share carries with another average player. They are putting a left guard at left tackle to protect the back of Eli. The Giants had merely an average draft. You have to improve over an offseason, or at least replace players that you lose. The Giants have now gone from a playoff team, to last in the NFC East.

Best: Chiefs (Got rid of Trent Green)
Worse: Dolphins (Picked up Trent Green)
ROFL... I'm joking... but Trent truly should retire while he still has dignity and a few intact body parts...
REAL BEST: Patriots. Hands down they got the best deals and improved an already elite team. I think Moss is a great fit at WR and will give Brady a go to receiver. Of course because of how Brady throws, the double teams Moss will get every now and then will make the passing game all the more dangerous. Also Meriweather addresses the future need in the secondary and Wes Welker just adds another threat to the WR core along with a great kick returner.
Real Worse: Well, I'm gonna have to stick with the Dolphins. They passed up Brady Quinn for Ted Ginn. Not a terrible decision but when your two quarterbacks are currently either delinquint to being traded and the other is striving to be like brett favre (only without the talent) then you NEED a good young prospect at QB. Quinn might have even been able to take the reigns first year. John Beck IMO was no substitute for a Brady Quinn.
Second worse would be the Lions who again didn't address their QB need and added yet another talented receiver. I will admit that the Offensive improvements are huge for the Lions, but the Defense still stinks to the point that I think the GMs and decision makers have given up on trying to field a NFL caliber defense.
Sleeper Pick of the offseason: Raiders! I know... That a pretty long shot, especially with loosing Moss. But Moss was clearly adding to the chaos of the team. They brought in Mike Williams so the receiving core actually has a little talent and Mike Bush was a great pick in the fourth round that I'm confident will be a good risk play. But above all this team addressed their major needs and will likely have a 5 win year because of it. Russel will start right away and so will Miller. Above all they set up a foundation to where if Bush turns out well by next year they will have at least a .500% team.

I think the Bills had the worst off-season. They lost Spikes, McGahee, and Clements. They didn't sign any big names that were in free agency. They also spent their first round pick on a bust! RB Marshawn Lynch...
The Patriots had the best off-season by far. They got Randy Moss, Wes Welker, Sammy Morris, Adalius Thomas, Donte Stallworth, etc. and really didn't lose anyone of any significance.
You could also say that the 49ers had a huge off-season. They re-signed Gore, got Clements, D Jack, drafted Patrick Willis, Vernon Davis should be great this year!

Best would be my Broncos. They added a lot of minor pieces, like the Pats did in the past, to a solid team.
Worst would be the Falcons. They let go of a all important veteran backup and now their starter looks like he will be facing some discipline from the league.
Honorable mention for the worst, the Pats. I know they added some big names and their offense looks to have great potential. The problem is they broke their own mold and went for bigger names rather than going after multiple mid level free agents. And with Asanti's holdout looming and Randy "team killer" Moss in the fold they may have the first signs of trouble in that locker room.

Definitely the Packers had the worst, and im a Packer fan and the Patriots had the best because they got Adalius Thomas, Randy Moss, Donte Stallworth, Sammy Moris, and Wes Welker. But Brett Favre will come through and destroy the competition! lol

The Patriots had the best offseason, with the exception of Marquise Hill getting killed...
Did the Raiders and Lions do ANYTHING in the offseason?...They will just keep sucking, as usual...

Denver had a pretty bad one but they also had a pretty good one. The Colts had a pretty bad one losing all their defensive players. The best offseason would probably have to go to the 49ers, they really upgraded their Achilles heal, the defense.
