Duncan Hunter notes on his website that Congress will be violating previous legislation over constructing a border fence which is supposed to cover 854 miles. Regardless of whether or not other sources are right in saying it's actually 700 miles, and regardless of how little construction is currently being appropriated for (370 miles), what could any President do to negotiate with Congress over full execution of The Secure Fence Act of 2006?

Well, besides the fact the Mexicans are good at climbing over fences, and the US lacks the personal to effectively monitor a fence, it won't work unless you build it the ENTIRE length of the border. Otherwise they will just walk around it. What good is a 800 mile fence on a 1500 border?
Not to mention the Berlin wall did not work, and those guards could shoot to kill.

the biggest problem is americans themself and their politics. we always care about other nations and what they think of us. why not start thinking about america and the problems we put ourself while helping other coutries. is our duty to help other countries while poor americans suffer right here at home. the reason we have all these illegal mexicans in america is due to the local companies that will hier them.... illegals will not come to america if they cant find work......thats our problem with building this fence....it will cut off the supply of cheap labour and force the manufactures to hire americans thus cutting their profit margin ........lol this is so funny americans killing americans ...ecomonicaly
