When you're over your ex. I will say that for some, they can't seem to get over someone without someone else's help. It's not very good, but it happens. Are you the same type? For those who give lies to break up, the time they choose to find a new partner depends on that lie. Some just don't care, but some do.. They try not to hurt the ex. Some will tell you that you can start dating when your ex does. That's not right either. It'd be best if your feelings aren't those that are still very much attached to your ex, so that you don't cheat the next person out of true intentions. Be careful, okay? Some don't realize they're hurting the ex, and it won't be good if the ex is quite the vindictive type, if you get what I mean. :)

That is up to you. Do you want to look like a careless soulless tart or do you want to look like a respectable person who has recently ended a relationship and is getting on with her life. If the relationship that ended was 3 months or less...wait a week or two. If it was more than a year, wait a month.
