The question is ambiguous since it depends on which elastic property you are referring too:

If you are referring to the greatest modulus of elasticity (stiffness), then it is diamond (see tinkertail's reference)

If you mean the greatest elastic strain (extension). it's natural rubber according to the first reference below.

If you mean which has least degree of inelasticity (heat) when strained, then the second reference says it's fused silica.
