Pluck the string without applying pressure with the other (fingerboard) hand. If the string is vibrating along its entire length between the bridge saddle and the nut, it is "open."

Two things - an open string (one that isn't pressed down with a finger) or an open chord - a chord played in the closest position to the "nut" of the guitar (by the tuning heads on a regular guitar) that has some open strings played in it.
Oops - three things - there are also "open tunings" - this is when the guitar is tuned in such a way so that if you play all six strings "open" you get a chord. This is common in folk music and especially for slide guitar, or "dobro" guitar. There are a LOT of ways to do this.

When a string is played without a fret. So when you play an Open note (well say E) it means you play the E string without playing on a fret. And open chord is a chord that has an open note, like A which is shaped like this. 0 2 2 2 0 x (high to low strings)

An open string refers to a string you should play with no fingers on the frets.
It can also mean a form of tuning your guitar, like open C. I am not sure exactly how to tune it like so, but it should be easy enough to find online. It basically means that all the strings on the guitar should be tuned to the major notes in the key of C.

Do you mean whats an open chord?
If so it means playing without pressing down all the strings to make the chord. Otherwise I am not going to be much help... what is the context of "an open"

Open means that you are not fretting the string down on to the fretboard. Chords usually are a mixture of fretted and open strings. The "G" chord is comprised of fretting three strings and the rest are strummed open.
