Could they be the Triops or Brine Shrimp? Both of those can be grown from either freeze dried eggs or frozen at a pet store. Triops are believed to be from the dinosaur era and brine shrimp are used for feeding.

The only actual fish that you could hatch out from a packet of dry eggs are killifish. There are hundreds of species. They are not commonly available at pet stores but because the eggs can be shipped dry lots of people trade or sell them though the mail. These are actual fish.
Sea Monkeys are correctly called brine shrimp. Brine shrimp are NOT fish, though. The eggs are sold in pet stores and people commonly hatch them out as fish food.

If you mean actual fish the answer is killifish. There are several species that have been sold packaged as eggs over the years. This is one of the most popular that comes back to the market packaged as you are thinking every few years

I would suggest instead that you find some for sale on ebay or aquabid.

They are called Triops. . I had some when I was like 7, but then they all died. They were pretty cool and fun to watch. You can get them at Hobby Lobby in the star/animal section where they have seamonkeys.
Hope This Helps!!!
