My first advice is to continue saving and get the one you prefer. It will be better for the fish. That said, a typical rectangular shaped tank would be a wize choice. Those are even better for the fish and will allow you more choices. Odds are very good you could get a 19 - 38 liter tank ( 5 to 10 gallons) used in the paper or at yard sales etc... for less than either of those kits. That would be best for both the fish and your budget.
Once you have a tank we can suggest proper fish choices and numbers far better.

In my opinion even though the tanks you show look pretty, i would actually recommend a rectangle tank, because the number of fish you can have depends a lot on the surface area of the tank rather than the amount of water in the tank. the temperature shouldn't make any difference as long as it doesn't change really quickly, you may find the fish just move around a lot less when colder.

you can get a basic 10 gallon with filter and hood for about the same price as the little hex. smaller aquariums are a lot more work (i have to clean out 3 bettas today -- yay!)
the bi-orbs are cute but expensive. they don't do the miracles that they claim to. there is no miraculous self sustaining aquarium.
you can get a heater for your aquarium to keep tropical fish in anything larger than 5 gallons. the little ones are harder to heat. goldfish and minnows dont need heat. unfortunately goldfish need lots of space and wouldn't work in a small aquarium.
how many fish you can keep depends on the size of the tank and the kind of fish. you could keep a lot of minnows in the same size tank you could keep a goldfish

The tank you are getting is sold as a goldfish tank, but goldfish really need 20-40 gallons of water each to live a happy life. In that tank they will only live about 1-2 years if your lucky.

if you go for the one you can afford i would say about 4 to 5 small fish or 2 to 3 medium sized fish. the more fish you have the smaller they will stay a fish adapts its size to the space available. if it is crowded they will not grow.
as far as the temperature difference you can buy a water heater that will keep the temperature warm enough in the winter. as far as hot in the summer you dont need to worry about it unless you can set a bucket of water on the desk and it starts boiling. ;) otherwise they will be ok in the summer.
fish are a fun pet to own and they are relaxing to watch, take care of them and they will live a long time

Rather than just go for a tank you can afford now, save up a little and get a better one. You and your fish will be better off for it.
