It is the one that has the start menu on it..

make sure u hav not turned on the auto hide function
to disable it go to my computer on the left side go to control panel, click on taskbar and start menu then unmark auto hide taskbar.

Move your cursor to the bottom, Right click on the tool bar when it appears, Click properties, then Uncheck "Auto-Hide the Taskbar".

check to see if its height is set to 0
move your mouse to the bottom of it
if you get an up and down arrow
drag it up one notch
then right click it and lock it
