technically no. you could still probably be allowed to wear it to school. mini skirts are very short shirts. cute if they don't show your butt and your not wearing a thong. ewww!! on the other hand it depends how long your legs and arms are. a mini skirt can't be called a miniskirt if it's below your mid thigh.
