ac on fan comes on fan blows ,clutch not engaged, can hot wire works fine, help to find relay or other problem

If the system is low on freon, there will be no power to the compressor clutch. There is a pressure sensor in the line that cuts the power, to keep the compressor from being damaged by running without freon! Either the sensor is bad, or the system is low!!

Yep, Fire 4511 hit it on the head. It's kinda like a light bulb that has three switches and if any of the switches are off the light wont come on. There is a Low pressure switch and a high pressure switch and there is the switch on the heater control. If the freon is low the low pressure switch will cut off the compressor clutch. If there is a blockage or high pressure in the system the high pressure switch will cut off the compressor. Being the vehicle is kinda new I would agree with the low pressure/ low freon causing the problem. But if freon is added and the problem still persists then you will need to replace one of the low/high pressure switches.
