There are only URLs of pages. Google is unable to index their content, why? Because they are not actual web pages?

Actually, every page does have content, textual content.

Well search engines cant index content from databases which looks like those sights may be using, I also noticed some invalid mark up from what little code is available through the browser things like unclosed meta tags and missing body tags.

It indexed but your asking for the Search engine result position (SERP) . To rank well and first few result you need to have Quality content in website as well good meta tags and main thing is you must have many backlinks which will be hyper linked as 'PayPower' because Google give importance to backlinks and pagerank.

It is a site but it doesn't seem to have any content so thats probably the reason they don't have any content listed for them. :)
