My guess would be pure time on Rooney's part between playing for Man U and playing for the England National team the guy doesn't need the extra games.

Might also be looked at as an opportunity for other young English players to develop.

Because he has no time ! He already plays for MU and England National team ! In the other side the U21 need no more player!

He can do. But he plays for man u as well as the English Senior team. He doesn't need the extra games.
And like someone above me mentioned its an opportunity for other young players to develop.

rooney is too good for the u21s he's one england's best player's so he play's for the main team it woudn't work for him play for both teams as it would be tiring

because he is already in the senior squad... although he can still play with the U21 team, it doesn't make sense for him to be in two squads...
