When teams have a very large difference in height between drivers they have often had to use a relay pedal situated much nearer the driver's seat to press the real pedal. Williams had to do this in 1986 and 1987 due to having one of the tallest drivers of the time (Nigel Mansell) and a quite short one (Nelson Pïquet). They did this rather than constructing a smaller car so that if needs be they could alter one car to suit the other driver.

Don't think so. The FIA has specified the measurement and spec for each car. So I think what they do is customize the seat cause some drivers are too tall and some are shorter than average. Then they might have customized brake pedals as long as they don't break the rules.
