It doesn't matter really as Ghapy pointed out. Unless you mean for a breeding tank when it should really be about 5" or so.

Betta's have the remarkable ability otherfish also have - they can swim. Regardless of how tall your aquarium is, the betta can get to the top. While it's best to avoid excessively large and tall hex tanks and such (they're lousy for most fish anyway), any normal tank size works just fine. I've seen them happily thriving in planted, 2 foot tall 55 gallons.

The shallowest would probably 6 inches. Get an aquarium at least 2-3 gallons in capacity.

dimensions for one betta should not be under 2 gallons, and should be no less than 8 inches. betta's get about 2 inches, one inch per gallon, or more water is ok, but not less. how would you like only being able to swim in the toddler pool with all the extra pee all your life? (not being crappy, just stating a feeling)

Around 6 inches deep.
This is because betta often swim to the surface of the water to gasp for air. That is also part of the reason why they do not require a filter or pump in their tank to keep them alive.
