Yes.
Eligibility to compete in the Paralympics has nothing to do with a person's past or how they got their disability.

They just have to prove that they are good enough to compete at this elite level.

If they are competing in the Paralympics and are an amputee because of stealing then obviously they werent charged or the sentence wasnt very severe because I doubt they would allow him or her to compete. If its hypothetical then why did they steal and losing a limb doesnt justify the action.

They obviously are not a loser and want to make a change in their life. Good on them.
