when i am learning about the tense in English lesson, my teacher told me that there is not really has progressive tense,but just a concept, and i want to understand more about it.

Tense in English can be past or non-past. Aspect can be perfect or progressive.

Present progressive would be non-past with progressive aspect.

For the purpose of learning English, you just need to know that present progressive is used when an action is occuring now, and that "now" just depends on your focus, whether you mean this second, this month, this year, etc.

You may also need to work on the sense of what an "action" is, since a sentence like "I am believing you" doesn't work, but "I am thinking" is fine. Hope this helps a bit.
