The distance between gum and lower lip is more than the distance between gum and upper lip. Upper lip can not be moved much while lower lip can be stretched a lot..

Very sincerely, nice observation. Though, I don't know the answer for sure.

Apart from what Sami said, may be because, while eating, the food (with various dehydrating agents like salt) is more likely to come in contact with the lower lip.

Or may be (if u see the curvature of the lower lip), it is more convex, which implies it experiences greater stretch making it more susceptible to damage (crack) due to drying rather than drying itself, which would come to our attention because of the pain that it will cause (stretch would add to the pain).

Hope all this makes some sense, but yet again, a very nice question.

its because the skin on the lower lip has no keratin(prevents escape of water)while the upper lip is keratinised so the lower lip easily looses water hence dryingup
