A work permit is a way to get taxes out of you for being under aged. My advice to you for money is to get some friends together,and start a car wash! All you need is a garden hose at least 50 feet long,soap,sponges,towels,and your set.

Grades are a sign you are adapting to the educational system provided by public schools, and many private schools. Really, a sign of acceptance of the opportunity to learn, not what you do with the information. If you choose to apply to the school system for the chance to play with real money (work permit), you will be expected to pass your courses.
A work permit? Yes, I would advise against any formal 'work papers', unless you plan to be a (W-2) wage earner for the rest of your life. Tax withholding, government filing requirements, and annual accounting under penalty of perjury are what you are signing up to do.
In California,
"No work permit is required for the following jobs: 1) certain agricultural industry jobs, 2) odd jobs in private homes such as gardening and babysitting, 3) newspaper delivery jobs, 4) casual work in a family-owned business, and 5) self-employment." (a).

Yes, it is the law (at least here in the US) and no responsible employer will hire a minor dependent child without verification that they have a work permit.
Different states have different requirements for obtaining and maintaining a work permit and your school can have additional rules around it. I think in general if you maintain a 2.0 or higher you can get and keep it... check with the administrative office in your shool for further details and the application. Also, your guardian can have your work permit revoked (even if you're still meeting all requirements) but usually they would have to justify this action with good reason.

In most school you need to have a C or higher average to get a work permit. If your grade fall during the time you are working, your school can pull you out of the job. If your still in high school you will need a work permit every time you get a job, until you are 18 or out of high school.

Legally, a minor is not allowed to work except when allowed by parents and the job is suited for a minor under the law.
