I'm trying to set a friend up with another friend. I don't normally play matchmaker but with these 2 I feel I really need to try and make it happen.

When I told him about her his response in email was "I'm certianly not opposed to meeting new people but I won't press the issue."

Should I take that as (1) No thanks or (2) That would be cool but I'm not going to bug you about it

It means your friend doesn't mind meeting the girl...but he does not want to be pressured into dating her.

Best thing to do is just introduce them and stay out of it from there.
