Im a new driver, its a lil bit hard for me to drive because I'm kind of short n cant see the road that's near in front of me, n i only used the wipers as my guide or estimation of the front of my car and how do i know the front tip of the other side meaning:(the front tip of the passenger side by estimating from my driver side when its close to another car because i almost hit another car when i tried to make a left turn and i couldnt estimate if the tip of the front in the passenger side is close).

You used to be able to buy a gadget that was a springy wire that stuck up and you fastened them to the corners of the car (as near as possible) to see the locations better. Try a place like PepBoys with car accessories.
A better tactic that works with any car. is to take the car to a parking lot that has some posts and barriers and simply practice: Drive up close (you think) to the barrier, slowly of course, put the car in park and get out and look. Compare your mental image of the car to where you actually are. Climb in, back off, try again from a different angle. Find a wall or fence and drive up and try to stop an exact distance from the barrier - say 2". Get out and look. Do the same things backing up. Find as many alignment things on the car as possible. On your own car, if necessary, add a marker - a dot of white out or nail polish on the windshield - at a helpful point.
In your own car, you should be able to stop with any part of the car within 1-2" of any vertical wall or post. In any other car, rented, borrowed, etc., 3-4" after checking it out.

Your question isn't too clear and is in the wrong section...however to answer the honest way I can I have 2 answers. 1st is if you just need a little extra height but not much is you need to purchase a car booster seat/cushions for adults. If you're too short to where sitting one one of them, or sitting on a pillow or something doesn't give you the height you need, than you are sadly too short to be driving safely & need to reconsider driving. If sitting on one of those boosters, or pillows or something gives you the height you need, but you can't reach your pedals do to sitting up to high, than you can always purchase pedal extenders to help you out there.
