a few options you have are:

bleaching: i've never used it. but i assume there is a special facial hair bleach. if you can't find that you could alway very carefully apply regular hair bleach.

waxing: this will need to be done about once a month. If you keep up with tweezing it you can have it waxed less often.

delipatory creams: these are not for sensative skin, so you probably wouldn't want to use it on your face. but they litterally melt the hair away down through the follicle. it lasts about 2 weeks.

i use a moisturizer from aveeno, that says it will "noticably reduce facial hair" i dont have any facial hair so i haven't noticed. but it might be true. you could buy it and try it and see if you think it makes a difference.

but she's only 13 and it could just be a phase. all those hormones mixing around can have strange affects.

wow a dad wanting to help well if she waxes it gets worse, if she uses face creams it can still get worse the best this is laser hair removal I am really wanting it for me as well because I have tried everything known to man but the laser treatment. I will be doing it this year though I know that. I was just waiting for it to get cheaper. So if she tries everything over the counter it just shows up that much more and it feels funny too. I hate the feeling of it when I use the facial Nair or any of the other products out there. I have to have this laser treatment this year its driving me nuts and its a permanent solution for her so she will never have to deal with it EVER again. Here is a web site that you can look at for this and you may just want to contact a local place so you can go and talk to the office and find out more from them. To let you know that there are lots of places on the body women do this in so you know its not just for the face.

If it is just a shadow (hair that you can not really see but just a darker area from very fine but black hair / black peach fuzz)
I have had the same problem

If you try to get rid of the hair it can come in longer and get the courser hair

Go to the pharmacy and get peroxide the 3% should be good enough soak a cotton ball or makeup pad with it and apply to the area

This will bleach the hair but if it is short soft hair you will not see it any more

It will take several treatments so have her do it every day for a week

After that have her do it twice a week

I also use this along my jaw line being careful not to get it in my head hair so not to bleach it

The one thing to watch is it may dry out the skin so have her use a good face cream like cetaphil

Try the "Liquid Laser " line from Serious Skin Care. Can find it on line
Apply, wait 20 minutes, remove and apply growth retardant and your set for at least 5 weeks or better and each time you use it it gets lighter and finer.
There is a pen for the lip area or a cream for face/arms.

It works!

Well personally i don't think you should worry at her age... but there are a few ways to get rid of the moustach:-
1.Try bleaching.
Today's market has a whole load of bleaches.. jus apply them on the hairy areas you want to cover and leave it on for not more than 5 min. it lightens the color of the hair to match ur skin color..but this won't work if ur skin is dark colored.
2.threading
try going to any beauty parlour with your problem and they'll do the job.this is painful and should be done regularly
3.Plucking
you get pluckers in the market which you can use on your own.. basically the pluck your hair.. again a bit painful

you can try any of these methods but NEVER TRY SHAVING COZ IT WILL JUS MAKE YOUR PROBLEM WORSE!!

Try going to a salon to get it waxed, but she probably won't like the pain. SO, you could try hair removal creams or an electronic little shaver.
