My Dad was a Police dog trainer. This is not always a good sign. Sometimes when a dog is nervous they will wag. I have seen mad dogs wag their tail. Mostly and hopefully it means they are happy !!!

A dog's tail is driven by excitement of one sort or another. A dog may wag out of love, happiness, or even nervousness.
There was recently an article in the New York Times that studied wagging tails. They wag more predominantly to one side for different emotions. I wish I could remember which direction meant what, but I'm sure you can look it up at the New York Times site.

A dog's tail wags when it is excited. That doesn't necessarily mean happy. A dog may wag its tail when it's hunting or acting aggressively, for example. The sum total of a dog's body language can give more clues as to the dog's intentions. Just watching the tail won't tell you whether the dog is pleased or anxious.

Have owned dogs over 25 years but the waggingist tailed dog we ever owned came from the pound and lived to be 17. He was poodle/terrier and didn't have a mean bone in his body.
Sadly though, before he came to us, he had been abused. Even when he was old, whenever we picked up a mop or broom, he cowered under the table. He won a tail wagging contest a a mutt dog show.

No, it does not always simply mean that he is happy. A dog will wag his tail as he approaches another dog to show that he is not in attacking mode and wishes to be friendly.
